Dear Dr.Sukul,

The usual practice for HEPA filter validation/qualification is the DOP test or its equivalent. A DOP aerosol is generated up-stream of the filter and the ability of the filter to retain the generated particles is assessed using a particle counter on the down stream side of the filter. Usually a specalist sub-contractor is employed to do this testing. Frequency is testing is usually once per year.
In answer to your second question the settling plate method will not tell you much about HEPA filter performance and would not provide a valid assasment. It is used to monitor operational procedures. The most efficient way to monitor HEPA efficencey for a laminar flow bench is to use a particle counter.

With Kind Regards

Mike Edgington
