I often seen that kind of issue (dedicated autoclave) raised by auditors and inspectors. To me it is a non-sense if the thermal cycles applied are of a sufficient Fo value meaning have a real overkill for any contaminated load to be destroyed. So I guess I never ask for such dedicated autoclaves unless ... unless the flow of the (dirty) materials to be destroyed crosses the flow of (clean) loads to be sterilized. And, unfortunately, it is quite common to see such a risk of (re)contamination of a sterilized load when unloaded just near a pile of contaminated items awaiting for autoclaving. To me, only a total separation of the flows together with a real overkill cycle for destruction will allow to use only one autoclave. But I know some inspectors who will not be so easily convinced : so take time to dicuss the issue by the detail with them, using a Risk Analysis approach.
