They are performed before or in parallel with the test. These suitablity tests include a growth promotion test using defined strains and a test for sterility (incubation at defined temperature for 14 days).
For total viable count testing a growth promotion test must be performed. A test for sterility is not mentioned. If a preincubation of the plates for 48 hours is performed it might be better to do the growth promotion test after this preincubation.
