Sampling of packaging Material

Hi all,

I have read WHO annex 4 for sampling of pharmaceutical product including packaging material. It is mentioned that samples of packaging should never
be returned to the consignment. Is it also implement for samples of appearance packaging material that is undamage? Need your advice please.
